IRD has implemented several relief programs in Iraq that strive to meet the immediate needs of both displaced and vulnerable people by providing basic services such as water and sanitation, primary healthcare, income generation activities, and emergency relief supplies.

  • The Humanitarian Assistance for Iraq (HAI) program, funded by the United States Agency for International Development’s Office of Foreign Disaster Assistance (USAID/OFDA), provides humanitarian assistance and relief services to internally displaced persons (IDPs) and returnees affected by the war in the Tameem, Ninewa, Dahuk and Karbala Governorates of Iraq.

  • In May 2005, OFDA funded an additional Emergency Humanitarian Assistance program in Fallujah, Iraq, providing basic and immediate support to the 250,000 residents of Fallujah and surrounding villages affected by the November 2004 incursions.
  • In June 2005, through a program funded by the UN High Commissioner for Refugees (UNHCR), IRD began facilitating the return of Kurdish refugees to their home communities in northern Iraq.

  • As part of the implementation of these programs, IRD provides the following:

    • Emergency Relief Commodities to Affected Communities –
      basic humanitarian supplies for affected communities, including water tanks, basic food staples, bedding, shelter and small generators;

    • Potable Water and Sanitation Facilities –
      long-term solutions including drilling deep wells, rehabilitating water treatment units, replacing water tanks and improving hygiene awareness;

    • Primary
      Healthcare Services – healthcare for IDPs, returnees and residents, by rehabilitating health clinics and providing basic medical equipment, mobile medical units and targeted training;

    • Income Generation Opportunities –
      income generation opportunities for IDPs, returnees and residents through community public works projects and livelihood support activities;

    • Return Facilitation –
      assistance in making necessary arrangements for voluntary returnees, including registration, support and transportation to their final destination;

    • Training and Capacity Building –
      training of regional administration and other partner NGOs on issues relating to international protection standards, reintegration and human rights; and

    • Monitoring and Reporting –
      statistical data and information regarding the return of refugees; strategies to address the protection and assistance needs identified throughout the return process, as well as the monitoring of political decisions, investigation of land tenure issues and provision of legal analysis.
